The purpose of the 16U State Titles is to provide an opportunity for the best players, coaches and umpires from across Qld to compete against each other in a high quality competition.  It also provides players with a shared platform to compete for selection in the QLD17U Squad for the following year as well as creating the transition point from Association based netball (State Age, QPL) into a broader regional representative netball to drive the competitiveness and depth of talent in the QSNL competitions.

Throughout the Emerging Talent Clinics and other Coach Development opportunities and competitions, aspiring coaches will be monitored. Netball Queensland will work with the local associations to appoint a Head Coach and Assistant Coach for each 16U representative team. These appointments will be in place by July 12, 2017

Netball Queensland will appoint a panel six (n6) Pathway Selectors, at least one of whom will attend each of the Emerging Talent Clinics around Queensland. Working in collaboration with local talent scouts and coaches the selector will silently identify players during the phase 1 ETP clinics. No selections or announcement are made from the phase 1 clinics. The talent scouting network will then continue to monitor players during the season across multiple competitions including Queensland State Netball League, Queensland Premier League, Secondary Schoolgirls State Championships, QISSSN and State Age 15U Age group.  At the completion of the Phase 2 Emerging Talent Clinics and also utilising scouting information gathered across the year and from previous years. Each Regional selection panel, led by a Netball Queensland Pathway Selector will select a squad of 12 players and four (4) Training Partners to participate in the 16U State Titles.

Each 16U teams be aligned to the respective QSNL License holder on the basis that the next step in the pathway for these young players is via their local QSNL team. At the completion of Phase 2 – Aug 5, the following 16U Teams will begin preparation for the State Titles in 6 to 7 weeks.
